Abstract

The dossier that we present today contains eleven articles by prominent academics and jurists from various countries, who shared in Havana their valuable perspectives and analysis on one of the most controversial legislations in the relationship between Cuba and the United States. Among the topics addressed are the historical origin of the hostile policy of the United States towards Cuba, the incompatibility of the Helms-Burton Act with fundamental principles and institutions of International Law, its evaluation in the context of the US system and the European reaction to the implementation of this law. Likewise, the reader will be able to access an analysis of some of the cases presented in United States courts under the protection of Helms-Burton.
